On The Coordination Of Local Government Relations In The Economic Integration

Regional integration is groping forward in China under the context of economic globalization. Some regions are actively promoting regional integration strategy and have achieved some good results such as Yangtze River Delta, the Pearl River Delta and Beijing-Tianjin-Hebei Region. In June2009, the "Guanzhong-Tianshui Economic Zone Development Programme" was approved, which is a crucial measure to advance the strategy of China Western Development. This plan proposes accelerating construction of "Xi-Xian Integration" and strives to make Xi’an City to be an international metropolitan. As a result,"Xi-Xian Integration" has been an important part of regional development strategy. It is also a vital composition of the construction of Xi’an international metropolitan which can strength both regional overall strength and comprehensive competitive power to better promote the economic development of Guanzhong urban agglomeration and the northwest. Moreover, it is conducive to narrow the gap between Guanzhong urban agglomeration and Yangtze River Delta, the Pearl River Delta and Beijing-Tianjin-Hebei Region. The programme can make Guanzhong area to be the fourth larger urban agglomeration in China, change the status quo of the regional economic geography and realize the comprehensive and balanced development of China’s regional economy.By the end of2002, when the governments of Xi’an and Xianyang came to an agreement to promote Xi-Xian incorporation, they made a series of tries in cooperation mode, fields, breakthrough and so on, which provides good experience for the cooperation among the developing cities in western China. However, during the process of incorporation, more and more obstacles causing by system, conflicts and their own benefits resulted in slowness or logjam of incorporation. So how to quicken the process of incorporation attracts more attention. It becomes more and more important to definitude the orientation of government when the environment of administration and market mechanism is not perfect.
