Research On The Overall Budget Management Of Postal Enterprises

Comprehensive budget management is the most effective management method for modern enterprises. It replaces the old ex post management mode with a new one that consists of managing beforehand, controlling during the process and improving afterwards. Thus this method can help the enterprises to take precautions and avoid irretrievable losses. It has great significance for the enterprises’strategic development.Since1998, China Post Group has been trying to practice business management by separating post services and telecommunication and extracting enterprise management from government administration. It, completely out of the country’s support, became an independent, self-sustaining state-owned enterprise in2002. In order to achieve prosperity and development in the competitive market environment. Successful transformation of China Post must adopt management theories and concepts that fit the market economy to increase its profits and enhance its ability to resist risks. Comprehensive budget management theory happens to be an effective tool to realize enterprises’strategic targets.However, the recent studies at home and abroad focus on manufacturing companies; there are no published researches on the application of comprehensive budget management to the state-owned postal enterprises. In this paper, firstly, the theory of comprehensive budget management is introduced; second, we analyze the actual implementation of comprehensive budget management to the municipal postal enterprises-YZ post office. Based on the analysis, we find out that the budget target diverges from the target budget during the implementation of comprehensive budget management. The budget organization is not sound enough. The degree of participation of the people is not enough and the budget is not carried out completely. At last, using two successful cases of implementing comprehensive budget management in domestic enterprises for reference, we propose several suggestions to improve the application of comprehensive budget management to YZ post office.We hope that, through detailed discussion and analyze of the implementation of comprehensive budget management in YZ post office, this paper can shed light on the management of municipal postal enterprises in the entire country.
