| Following the economic and social development in China, the common people put new requirement and expectation toward the ability and level of public services provided by the government. Presently, a new round of structural reform campaign is being launched in this country to promote the transfer of the public administration organizations from administration type to service type. It is a big difficult problem put before numerous public administration authorities how to draw up a new line of thinking on strategic development and establish a new public administration and service system, standing at a high level of leading the strategy of economic and social development, so as to meet the requirement of the new situation.Taking Inner Mongolia Highway Development co., Ltd with the public service function as a representative, this paper deeply analyzes the confusion on strategic development of public administration organizations, further straightens out the line of thinking on strategic development, draws up a strategic development target, and makes a new strategic development plan to cater to the change of government function and the new expectation of the common people on public travel services.From a high level of public administration, this paper uses the main theory and method of strategic and urban administration to systematically analyze the main domain of Inner Mongolia Highway Development, strategic resources and key organizational administration.
