Under the background of the reform of public institutions in our country, the human resource management of public departments is also experiencing a profound transformation. Employees’ job satisfaction plays a significant role in the management of public departments and concrete work.Under that background, this research starts from the viewpoint of psychological contract, and uses such research methods as literature survey and empirical analysis. After doing a sample survey of185Highways Department employees, the researcher analyzes the current job satisfaction of Highways Department employees in QZ area with the statistical results of the SPSS software and finds out the factors that influence their psychological contract and satisfaction. Through the analysis of questionnaire data, it is proved that the psychological contract of Highways Department employees in QZ area can be explained from two aspects and on six dimensions in total. Statistical results indicate that the points of Highways Department employees’ satisfaction and each dimension of their psychological contract are higher than the median level, but the comparison between the importance of the responsibility of the organization and its actual performance indicates that none of the public institutions manage to fulfill their responsibilities well. By analyzing the correlations between the psychological contract and job satisfaction, it is found out that the correlations between the psychological contract and job satisfaction are significantly positive. Regression equations are obtained on the two levels of job satisfaction and psychological contract by the regression analysis methodAccording to the results of empirical research, it is proposed in this research that importance should be attached to such aspects as the workload, the communication channel, the performance assessment, the salary and so on to improve Highways Department employees’ job satisfaction by the influence of the psychological contract.
