Latterly, the popularity of smartphones have been driven by the development of communication technology, especially the development of 4G communication technology in recent years and non-smartphones have been eliminated gradually. Smart phone brings so many conveniences to people that we no longer just use it to call or send messages like before.Nowadays people are taking advantage of the smartphones to chat on line, work, play games, etc.So it has become a portable computer. Now almost all of us own more than one smartphone,therefore developing the application program of smartphone will have a huge market and space for development. In many mobile phone applications, locating technology positioning technology is widely used in the most popular applications, such as QQ, Wechat, Mobile maps etc. Taking a panoramic view of the domestic and foreign status, Android system is currently most widely used smartphone operating system on the whole market. The Android platform provides exceptionally convenient location condition for the mobile phone, with its open Resources characters, making it simple for software based on the positioning technology to design and come true. At present the location system on Android mobile phone develops rapidly,but there are still some deficiencies. Especially the covering, magnetic field and other factors,lead to low locational accuracy, more positioning time, function is not comprehensive enough or too cumbersome. What’s more, lots of positioning softwares contain objectionable advertisements because of commercial need.This paper makes a study of various positioning technology and important API on the basis of previous studies, and analyzes the system architecture of Android platform. Then through an analysis of the system demand, design and implement a Mobile Phone Location System based on the Android operating system which has a friendly interface, comprehensive functions, strong operability and high accuracy of location using Baidu map API interface mobile positioning system. The system offers us many services, for example, self positioning, route planning and navigation, find friends, weather forecast, POI search, bus route query and so on.In the design process, this system with JAVA language is developed on Android Studio under Windows7 that has just been launched by Google in recent years. At the same time I apply Huawei ’s Android4.4-based smartphone to finish debugging. It proves that the system runs fast,locations accurately and more stably and can be used as a common tool in our life.
