With the growth of China’s economic construction and the raise of smart city concept, the limitation and straight management of the frequency spectrum resource is more and more contradictory to continuing growth of science and technology,so more and more concerned people begin to concern the intelligent management technology of spectrum resource.In response to this contradiction,in 1999, Cognitive Radio(CR,Cognitive Radio) concept J.Mitola was proposed.In this paper, the system uses B/S architecture and at the front end of the system spectrum information collection will be visualized. Signal source transfer spectral data to the application server using UDP protocol through 4G tunnel.By way of a browser request, the server requests the spectral data,and the data was processed at the front end.B/S structure is more flexible,portable and manageable than the C/S structure.In this paper,the system exploit Gis and canvas drawing tool,making data appear directly perceived through the senses.The graphs is made on basis of Gis.After requirements analysis,architecture design,module design and implementation, this can be a good operating system.After users’ s test,it can function well and satisfy the need of Spectrum management to analyze and manage the daily spectrum.
