Guaranteeing the healthy growth of key teenagers is always a hot topic in Jiangxi Province. As the development of society, China is in a key stage of transformation. Our teenagers are under threats of kinds of rotten ideas and cultures. Without love from families and society, the five kinds of key teenagers fell into bad habits more easily. Some of them eve commit crime. How to protect the key teenagers, and give them more love and suggestions to make them grow healthily? The questions attract more and more attention from the Youth League Committee. On the other hand, as the development of IT, it is necessary to set up a management system of the key teenagers, such that the Youth League Committees are more efficient and responsible.This paper first introduces the research background, significance and application status of Management system of key teenagers in Jing’an City, with considering its practical demand and application status. Then, we develop the system with Object-Oriented Method. In the business analysis, the paper presents details analysis in the terms of the existing system problems, organizations, the original business processes, and then it presents the improved business processes. In the functional analysis, the paper presents the use case diagrams and package diagrams of the system. There are 6 functional modules, including Grade Management, Therapy Management, Buddy Management, Reducing Crimes, User Management, and System Maintenance. In data analysis, the paper analyses all the data to be processed by the various functions of the systems, describes the entity class diagram, and establishes the database table structure. Finally, the paper summarizes the research content and analysis work, and the further work is analyzed.
