The basic trend of the highway program of scientific and rational choice directly affects whether the completion of the project can meet the needs of national economic construction or not. It is also related to whether the project can achieve the desired results. Work out a practical assessment methods used in making the basic trend of highway construction program of more than select, to choose the best overall results and practical programs to be implemented.This article based on the conditions of the project area and specific site-building information, analyses the distribution of underground mined area and characteristics where the route programs across, determines the stability evaluation criteria, and evaluates it. Meanwhile, combining the characteristics of the selected route of highway projects, AHP is used to determine the selection of indicators of principles for highway projects, quantitatively calculate and analyse the several highway projects through the coal mining area, and establish viable highway evaluation index system finally.
