With the rapid growth of power load in recent years, it is badly in need of building a66 kV transformer substation in Changchun Chaoyang economic development zone due to the existing of several rural power lines, power supply radius and pattern of are not really reasonable.Through a full and detailed investigation of power load in this region, it considered that the reserved substation construction land of planning area is basically located in the center of the power load, and the reserved land has various aspects of conditions to build the substation. Therefore, it is really necessary to start Changchun Fufeng 66 kV transformer substation project for meeting the demand for electricity supply, and optimizing the regional power grid. The substation will adopt the full indoor type with the implementation of A2-1 typical design scheme of National Electric Net Ltd., according to the unattended standard design. This paper will mainly research the necessity of new construction access system of Changchun Outskirts Fufeng 66 kV substation and the program of access to the system. The design includes primary part of power system,secondary part of the power system, the peer substation and some other investment estimation. The electric system once part will focus on the necessity of this substation construction. According to the recommended scheme of access system, the substation will adopt new technology actively, new equipment and new technology to make intelligent electrical design.
