Road traffic has been from the "construction and maintenance subsidiary " into the "build and raise both" of the times gradually with the rapid development of China’s transportation business. The importance and necessity of road maintenance and management is giving more prominence due to the increased amount of road maintenance and engineering mileage out.As an important bearer of road transport, very high demands are raised for maintenance and management of highway. At present, there are many serious problems in the conservation and management of highway. Such as conservation of the site and more confusing layout, configuration is not uniform, and stockyard dispersion, arbitraily set, uneven quality of stone and destruction of ecological environment,and so on. An efficient and scientific method of maintenance and management has been proposed urgently due to the serious constraints to maintenance and management work.In order to get the solution of prominent contradiction that in the working of the maintenance and management reasonably and effectively, the types, causes and conservation methods of pavement distress were analyzed starting from the road network planning and investigation of surface defects in this paper. According to that, the maintenance work area were divided into 3 levels based on its Size and function. The graph theory, set covering model and greedy heuristic algorithm were used to plan conservation center of highway that in Shaanxi Province. A thinking was presented that used Mixed integer theory model and dakin branch and bound method to put forward the layout of quarry by the analysis resource properties and processing characteristics of stone and the research on releationship between maintenance center and quarry. The concept of sustainable development was introduced into the exploitation of mine resources, and then given a production methods of "Classification of grading" of stone, thus standardized the operation and management of stone field. This paper described the scope and responsibilities of the maintenance center, as well as the economic nature with operating mechanism of Highway Maintenance Center. Based on the analysis of malpractice in the existing conservation mode, the new model of conservation was proposed and the idea of low-carbon green energy saving was considerd. At last, put forward the preliminary ideas of a new mechanism of maintenance management of highway and highlighted its advantages, and the research results were evaluated by the aspects of social, economic and environmental further.
