Substation in the whole power system have the effect of grid connection with electricity users, It play an important role in maintain the whole power grid stability,security and economy.First of all, the paper decide to adjust on-load voltage regulating transformer tap switch gear and Means of investment or removal of capacitor group to adjusted the voltage and reactive power by considering the technical status quo of the adjustment.Based on contrasting the control strategy which have been used on today’s substation voltage and reactive power control device, In order to thoroughly solve the problem of the frequent operation and shock. The control device using fuzzy border control strategy based on nine area chart. This strategy not only ensure to the quality of voltage and the balance of reactive power, but also reduce the frequency of the no need adjustment,improving the power factor, Increasing the use fixed number of year.The second, the paper combining with the present situation of substation set the amount of input and output fuzzy subset membership degree and function, making the fuzzy control regulation. The paper using MATLAB to aided design validation and off-line calculation. The simulation results prove that the substation voltage and reactive power control device can really ensure to the quality of voltage and the balance of reactive power, at the same time, it can reduce the frequency of the no need adjustment and improve the power factor.The last, the paper design the hardware and the software to the substation voltage reactive power automatic compensation device combining with the national standard and related specifications. By single chip microcomputer as the core controller, design the main circuit of the control system, control device and control flow diagram, etc. In order to satisfy the real-time monitoring of substation operation condition, the paper to join the upper computer and VQC software adjustment, increase the degree of friendly man-machine interface, convenient for staff daily work.
