With the acceleration of urbanization and construction of power network of both urban and rural areas, the scale of power system is becoming larger and larger, which means that electrical power corporations need to manage huge amounts of data of electrical power devices. At the same time, power system, especially distribution network, shows an obvious feature of geographical distribution. Conventional management and preventive method toward distribution network feeders based on drawing sheet and the experience of distribution network operators, is not only backward but less efficient. So, to achieve prorate planning and management of the reform and development of distribution network, to improve electrical power quality and supply reliability of distribution network and enhance security and economic of electrical power infrastructure operation, it is a significant method to establish a GIS (Geographical Information System) for distribution network, considering the feature of devices, network and production and management of distribution network, combining the space data and attribute data of distribution network along with real-time information of distribution network organically, based on GIS technology, which has profound significance to raise operation efficiency of distribution network.This paper shows the designing and development progress of distribution network GIS as well as some relevant techniques, based on MapInfo platform combining MapX and Delphi development tool, then establishes a distribution network GIS system. Main work of this paper is as follows:firstly, deep analysis and summary has been down toward main principle, goal and scheme of the development of the GIS for Changzhou distribution network, based on the study of plenty of papers and technical standards of both domestic and foreign, making a sufficient preparation for the research and development of Changzhou distribution network GIS theoretically and technically; then, under the background of current situation of Changzhou distribution network, this paper accomplishes the GIS of Changzhou distribution network from the aspects of system architecture designing, data structure designing, service architecture designing, physical infrastructure designing, general scheme designing, etc.; lastly, function tests are done to the designed distribution network GIS.The designed system has a significance to enhance the management level of Changzhou electrical power cooperation, to provide perfect services, and to raise informatization level of the whole company, which satisfies the need of distribution network information management under smart grid. The system has friendly user interface, operates simply, and has high practicability.
