In recent years, China economy development stage has transit from rapid to stable.People’s living standard is increasing substantially, as with the purchasing power and residents traffic demand. However, urban traffic demand is not synchronized with the development of traffic supply, as well as by the impact of life values and other factors, more and more residents turn to the more liberalization, personalized way of travel mode- private cars, which lead to vehicle possession a sharp rise and traffic congestion deterioration,deriving a series of negative issues such as safety, the environment, resources and energy. To alleviate the negative issues, strengthen vehicle scale management, improve urban quality and promote urban sustainable development, quantitative analysis of urban vehicle proper possession scale is essential.Firstly, based on the summary of the existing research over road network capacity under“time and space consumption law”, road network capacity definition and its instructions were given. The model of the total “time and space resources” the road network can provide and the average “time and space resources” consumed by each vehicle at peak hour were built respectively under the condition that ideal road network capacity claim. Furthermore, ideal road network capacity model was set up. Based on the analysis above and the factors that affect road network capacity, actual road network capacity model was built.Secondly, with the analysis of urban passenger transport mode and the operating and management characteristics of vehicles that running on the urban road at peak hour,passenger motor vehicles were divided into three categories, namely buses, taxis and cars.With the constraint of residents trip supply and demand balance under road network capacity,actual road network capacity and the time and space resource the road network can provide at peak hour, the maximum equivalent model of buses, taxies and cars the road network can offer were established.Finally, vehicles running on the road network and vehicle possession can be formed as a function via motor vehicle turnout rate was put forward, the factors that influence motor vehicle turnout rate were analyzed as well. Combined with the models built at precedingchapters and the turnout rate of buses, taxis and private cars, the possession controlling scale model of buses, taxis and private cars were built. Furthermore, the models that established in this paper were applied to Yangzhou City.
