Research On Urban Regeneration Strategy From The Perspective Of Fairness And Justice

The new round of industrial restructuring has brought a corresponding change in the layout of urban land. As the population, capital and other resources a highly concentrated in urban, urban balance is broken, the social conflicts be brought up in cities, urban development appear bottleneck. Urban renewal has becoming a new opportunity to solve the plight of the city. Meanwhile, with the further deepening of social sustainable development, people’s rights, equality, freedom and the pursuit is becoming higher and higher. These changes requires planners to re-examine the current opportunities and challenges faced by urban renewal, to formulate urban renewal policy in line with urban development needs, to build a sustainable city. And later in the 1990 s, the Taiwan region and mainland currently has also faced the question of urban development, opened the urban Renaissance, so I tried to provide reference for our urban regeneration by studing Taiwan’s urban regeneration.Justice is urban renewal values, safeguards. To formulate urban renewal policy in line with urban development needs, it must be fair and just to go into the urban renewal, namely the establishment of justice Urban Renewal Strategy. We are use a number of methods in this research paper, such as system analysis, document analysis, case analysis, comparative analysis and interdisciplinary research method. It summarizes the Justice and Urban Renewal theory and practical experience, research on the relevance of Justice and urban renewal strategy, introduce and analysis Taiwan area urban renewal process, content, process. Based on Rawls’ theory of justice, this paper evaluates the legitimacy, fair democracy, public interest, social security of Taiwan’s urban renewal, and study the development trend of Taiwan’s urban renewal strategy. On the basis of this, this paper proposes the urban renewal strategy for justice.Through theoretical research and case studies, the conclusions of this paper are as follows: First, in order to achieve fairness and justice to provide protection urban renewal, by means of the establishment of multiple push mechanism, to form a multi-stakeholder urban renewal checks and balances. Secondly, through perfect delineation program of urban renewal unit, to cover the congenital defects of urban renewal delineated standards, to better promote the fairness and justice of urban renewal delineated. Tertiary, through construction reasonable impose and compensation mechanism, to achieve an objective and fair compensation, to reduce the confrontation between people of levy. Fourth, strengthen information disclosure and establish the hearing system, so as to expand public participation operability. Fifth, in urban renewal process, enhance social protection of vulnerable groups to achieve maximum social justice.
