The complex and chaotic traffic environment has become a big hidden trouble of the water transportation safety. How to make the ship safety supervision in the East and southeast of Shidao is a problem to be solved urgently.This article mainly is to the east of Shidao and Southeast waters of the situation and the supervision of the current situ ation of comprehensive analysis and research, in-depth analysis of the collision accident prone and safety hazards in recent years, the main reason for the elimination of difficult to fundamentally eliminate. In this paper, the definition of water transportation accident is defined, and the research status of foreign and domestic research in this field is studied. Through field survey, Qingdao, Weihai, Shidao and other places, on the practical problems and the experience of the precious experience for the f urther study, research and integration, access to the East and southeast of Shidao, the weather conditions, traffic conditions and traffic flow. With the observation of the Weihai maritime bureau(VTS), the traffic density, attribute and type of the vessel in the area are studied by setting the 7 stage gate line. Based on the analysis of the historical data of traffic accidents in Weihai area 2008-2015, the paper makes a comprehensive analysis on the traffic accidents in the East and southeast of Shidao, and summarizes the characteristics of the East and southeast of Shidao. The basic elements of water transportation accidents are analyzed from the factors of "ship, environment, personnel and management". On the basis of the existing management system, from the East and southeast of Shidao area, the establishment of the warning area, grid difference management, strengthen the meteorological warning, joint cruise law enforcement, shipping companies to strengthen exchanges, establish coordination mechanism, strengthen the duty management and other 7 aspects of the proposed regulatory measures to develop a series of regulatory measures and means to jointly create a water safety management responsibility chain.
