Assessment On Traffic Safety Assurance Of Dongying Port

With the acceleration of the economic process of globalization,the rapid growth of the national economy and foreign trade,maritime traffic is also increasing,which have contributed to the ship's large-scale,professional development,and improved the security requirements of port berths and channels.With the prosperity and development of the shipping market,chemicals shipping market is also rapidly developed and shown a steady upward trend.Using the advantages of the port to storage,handling and transiting the liquid chemicals can greatly reduce the operation costs.The project of liquid chemical berth is a special industry of port construction in China,and also is a special engineering which has major requirement for environmental protection and navigation safety.Facing the increase of traffic density in the port and the changing navigation environment,it is very necessary to investigate the water security for the liquid chemical berth of Dongying Port.In this paper,the general situation of liquid chemical berth project in Dongying port and the navigation environment of water area are discussed.The project location,design scheme,natural condition and traffic environment are also analyzed.Subsequently,from the design depth,the length of each berth,the length of the berth,the width of the water and the parking area,the main factors affecting the safety of the water in Dongying harbor are analyzed in detail.On this basis,the influence of the project during the construction period and operation,communication and navigation facilities of port navigation safety were studied.In addiotn,the effect of traffic organization,environment of Dongying port in the waters of the liquid chemical berth and ship navigation safety during construction and operation are also investigated.Furthermore,this paper analyzed the situation of port communication and navigation facilities.Combined with the particularity of the liquid chemical berth construction,this paper points out the important role of the establishment of VTS system on water traffic safety,and presents the assessment of the VTS system for the project.Finally,it points out the deficiencies of the proposed project in the water security,and gives the specific improvement suggestions and security measures.Dongying port liquid chemical berth construction project is an important part of the overall planning of Dongying port.The completion of the project is helpful to make full use of domestic and foreign market resources of China's petroleum and chemical industries,to enhance the port vessel traffic management,and to promote domestic and foreign trade of liquid chemicals.This paper analyzes and studies the various factors that affect the safety of water in the project of Dongying port's liquid chemical berth project,and the conclusion is of positive significance to ensure the safety of navigation in the water area.
