Faced with these issues that energy crisis, climate change, environmental pollution and so on have been increasing, vigorously developing renewable clean energy and adjusting energy structure to realize the sustainable development of recourse and environment have become an important measure to solve these above problems. Since solar energy is abundant, clean, and can be exploited anywhere, etc., it has been highly recognized by society and government. It is imperative to obtain the continuous long sequence solar radiation data and build relevant database system.In this paper, solar radiation(direct radiation, diffuse radiation and total radiation,long-wave radiation, ultraviolet radiation) and other meteorological data which were measured by the existing small-scale meteorological stations BSRN were sorted and stored in accordance with the needs of solar energy engineering staff. We write programming function according to the solar energy data and establish data management system of local solar energy resources. The system architecture was designed in accordance with the three-tier architecture of intermediate layer(business layer), the data layer and presentation layer. The system creation makes use of Visual C # 2010 to realize creation of the window and the various functions. Back-end data warehouse was SQL Sever 2005 database server which perform data storage, output, modify add, management and other functions to ensure the integrity, accuracy, and timeliness of data information. System function design is modular in design, including the user module, module of data export and print, module of data query, module of data analysis, a module of vertical plane radiation data query and module of solar resource assessment. To facilitate the timely retrieval of data and data analysis, system design focused on a variety of data query and data analysis methods. To facilitate the timely retrieval of data and data analysis, system focused on designing a variety of data query and data analysis methods.In addition to implementing the inquiry of historical data and data analysis, system establish a system of solar energy resource assessment systems and vertical surface radiation data query application specifically for the practical use of solar energy project.On the one hand, change rule and its influencing factors of the total radiation, direct radiation and diffuse radiation in Hohhot were analyzed and the results showed that cloudiness and humidity are also two major factors that affect solar radiation. Comparative analysis and correlation analysis of the measured total radiation and the theoretical total radiation, the theoretical total radiation values and total emission values of satellite showeda higher correlation. We value the local solar energy and the results show that Hohhot is abundant solar energy resources. Their solar energy resource is stable and has the use of long wedding day and value available. We establish a solar energy resource assessment system that users only need to enter the geographic coordinate information, the total radiation and other meteorological parameters information can be obtained by the local distribution of solar energy based on the assessment of the analysis.On the other hand, adapting the need of solar building integration we used solar radiation model on the vertical surface to calculate solar radiation data on the vertical surface. We analyzed the radiation data on the vertical surface, and then we obtained the best azimuth range for the project. At the same time we established a database of radiation data on the vertical surface. User enter the system by input geographic information to inquire data, determine the optimum azimuth of the local buildings and radiation distribution characteristics on the vertical surface.
