Amounts of Uranium waste rock will be produced in the process of mining. Waste dumps will be formed during the management of waste rock. Covering soil is the current method during the management of waste rock. The various environmental indicators can meet the requirements after management. With the extension of time, the environmental indicators need to be evaluated again, but it is lack of post evalution. In order to make up for this deficiency, the environmental problems should be considered before early management. It is to be ensured that it does not exceed the national limit. The change of gamma dose rate above waste rock is simulated in this paper.Radon can transfer to the soil covered on waste rock. The migration of radon is bound to affect the top of the gamma dose rate. In the early management, gamma dose rate has to meet the requirements, but with the migration of radon in the soil to cover, it may cause gamma dose rate exceeding. In spite of the gamma dose rate can be measured in the field, the measurement can not be determined that it is the end result when the migration of radon reach homeostasis. In other words, it can not be ensured that the gamma dose rate will take big changes with the migration of radon. In this paper, the basic theory of radon and gamma ray is introduced. According to the migration of radon diffusion mechanism convection, the migration of radon in soil has established in a stable condition. It is solved by finite difference method, on this basis of which the specific values of radon concentration in soil layers will be obtained. The certain thickness soil covered on waste rock is separated to limited slicing. Assuming that there is no radioactive in the soil, the soil itself is a shield while another sources. After the migration of radon, with the help of mcnp program the radiation source can be modeled based on the conclusion. The incremental of gamma dose rate can be calculated after the migration of radon. Comparing with no migration of radon, the actual shielding effect of soil is worse.
