At present, city disasters in the world happen frequently, widely and seriously. With the development of social economy, people facing the disaster are not only satisfied with negative response. It has become a hotspot to use the ecological measures and means to control the reasonable town rain flood damage, improve the town adaptability to rainwater, and reduce the huge losses for towns. Focused on town rainwater damage safety assessment, based on disaster risk analysis the subject integrate the traditional security planning model of rainwater disaster. It discusses the safety evaluation of town rainwater disaster and optimization research in the view of the sponge city’s ecological construction measures and catastrophology and town disaster prevention and mitigation. In addition, it builds up the preliminary safety evaluation system of town rainwater disaster. Using the quantitative methods of the principal component analysis, and looking for the biggest risk factor which affects small towns rainwater disaster, it proposes corresponding strategies. In order to solve the problem of town rainwater disaster, guarantee the town ecological sustainable development in disaster prevention and mitigation, it provides a scientific theory support and platform.Firstly, the paper discusses the basic research of safety evaluation of town rainwater disaster based on the theory of the sponge city including sponge town theory, the definition of small towns, and the rainwater risk related theory. It puts forward the composition of safety evaluation of town rainwater disaster for the later basic research work.Using the scientific method of risk analysis and the main component to boost in-depth study of safety evaluation of town rainwater disaster, it analyses safety evaluation and systemizes risk factors, the vulnerability of hazard-affected bodies and environmental sensitivity through the analysis of the reasons for the formation of town rainwater disaster. On this basis, combining with the construction controlling index of sponge city, drawing up evaluation index system of safety evaluation of town rainwater disaster, and applying to the analysis of quantitative techniques, it works out the most important principal component factors which impact on small town rainwater disaster. What’s more, optimize the risk factors that impact biggest component index reflects according to the analysis of rainwater disaster. Besides, to guide the safety planning of the small towns, integrate the previous town rainwater disaster security planning and ecological methods of sponge city planning, it puts forward scientific and integrated security optimization of small town rainwater disaster from many aspects. Finally, it analyses and verifies the safety evaluation of town rainwater disaster by using actual case. Put forward targeted optimization countermeasures, in order to promote the safety planning, enrich the research content, and reduce the risk losses and influence of the small town rainwater disaster.
