With the advance of the construction of smart grid, electricity informational construction has become the inevitable developing trend of power grid. China State Grid Corporation is implementing the construction objectives of "the full coverage, full collection, and full cost control" to construct electricity information collection system by the unified planning, unified standards, and unified implementation. With the comprehensive construction of electricity information collection system, it is of great significance to realize the on-line monitoring of electricity and the real-time acquisition of electricity information, provide accurate, complete and timely basic data for relevant systems, and provide decision support for the management of Power Grid Corporation. There still exist some problems of scheme selection and technical problems in the implementation of electricity information collection system in Shanxi Province, which restricts the construction and promotion of electricity information collection system in Shanxi province. In this paper, with Shanxi province power grid system as the background, the electricity information collection system is designed and evaluated to provide reference for the construction of electricity information collection system in Shanxi province.Firstly, the present situation of information collection system construction and its evaluation at home and abroad is understood. Secondly, combing the basic theory of common evaluation methods, the advantages and disadvantages of various evaluation methods are made clear. And also, we master and clear the basic theory knowledge of electricity information collection system, the main equipment, as well as the main function to be realized. On this basis, through methods of interviews, data collection and other practical research, we deeply understand the construction situation of Shanxi Electric Power Construction and its jurisdiction and sum up the problems existing in the master station, the communication channel and the acquisition terminal and other aspects. Moreover, according to the principle of system construction, the overall logical structure of electricity information collection system is designed from the reality, and the construction schemes are designed in detailed from the three aspects of the master system construction, communication channel construction and the acquisition system. What’s more, in order to guarantee the feasibility and rationality of the construction, we not only build the evaluation index system including four aspects of technical performance, management effectiveness, economic efficiency and social contribution, but also build the evaluation model based on the method of fuzzy comprehensive evaluation. Finally, according to the actual situation of Shanxi Province for empirical research, we use the evaluation index system and evaluation model to evaluate the electricity information collection system of Shanxi province. The evaluation results show that the system has good technical performance, management effectiveness, economic efficiency and social contribution, being feasibility and rationality to provide decision support for the construction of the electricity information collection system in Shanxi province.
