| Recently, with the aging trend gradually accelerating, family care resources gradually diminishing and the demand for residential care service gradually growing, the role of residential care facilities increasingly highlighted, so residential care service is more and more highly concerned in the community as an important part of basic public service system. Wuhan entered the aging society in 1993, nearly two decades, elderly population in Wuhan have increased rapidly, on the one hand,the problem that all kinds of facilities and services for the elderly population lack of supporting has become increasingly prominent, increasing the original pension severe situation; on the other hand, facilities for the elderly township streets uneven distribution of resources, resulting in facilities for the elderly township streets spatial accessibility of inequality. In view of this, the article from the perspective of accessibility facilities for the elderly, to resource allocation efficiency and fairness of the target, combining location allocation model and quadratic programming method, studying on optimization of the spatial distribution of residential care facilities in Wuhan. The main contents include:status of the aged facilities spatial layout analysis; spatial accessibility facilities for the elderly estimates; use of location allocation model and quadratic programming facilities studying on optimization of the spatial distribution of residential care facilities.The basic idea of the article is ask questions-analyze problems-solve problems-summarize promotion progressive layers. Based on the context of the rapid development of population aging, proposed existing problems of spatial layout facilities for the elderly; based on public facilities related theories, analyzed present situation spatial layout of residential care facilities, and intuitive unfolded through accessibility estimates; started from the spatial perspective of geography, both resource efficiency and fairness, explored ways of the city pension service facility configuration and spatial distribution, optimized spatial layout elderly facilities, and proposed residential care facilities layout optimized suggestions and measures, achieve a balanced and reasonable spatial layout of residential care facilities; finally, summarizes promotion and prospect of the article of conclusions and deficiencies.Results showed that, spatial accessibility to residential care facilities in township streets quite different and distributed unevenly; spatial accessibility to residential care facilities gradually decreasing from Wuhan downtown and southeast to around; the number of beds of residential care facilities that close to downtown is reduced and that farther from downtown is increased, inequality of accessibility minimized. Accessibility scores of the degree of dispersion, standard deviation is significantly reduced, thus accessibility equalization significantly improved.Article combined location allocation model with quadratic programming method, linear programming with nonlinear programming, validated the effectiveness of the optimal allocation method by optimization of the spatial distribution of residential care facilities in Wuhan. Article reveals spatial accessibility differences to residential care facilities of township streets in Wuhan intuitively, distinguishes scarcity of residential care facilities in township streets effectively, replans and adjusts the number of beds of residential care facilities to minimize inequality of accessibility, and provides policy recommendations for the residential care facilities in space configurations and optimal layout. |
