In the global effort to reduce carbon emissions, and actively respond to energy security, as well as on air quality serious decline feel concern and the rapid advancement of technology of big background under, automobile industry, electric is getting more and more national attention. China is becoming a important in the field of innovation base. From the policy to boost the development of technology,and then to build a new business model, China’s continuous innovation, under the guidance of national policy, China has become the world’s biggest new energy vehicles in incremental market. Under the guidance of national policy, China has become the world’s biggest new energy vehicles market. In the next few years, the country’s new energy vehicles will reach 5 million units under the expected policy objectives, is expected to 2020 years ago, the new energy vehicle production will maintain a compound growth rate of about 40%. Such a large-scale new energy vehicle plan will help China to grasp the opportunity, to benefit from the trend of electric cars. As the current hot emerging industries, from policy and industry to promote the status quo, accompanied by some of the construction and operation problems, difficulties to be solved, especially urgent need to carry out large-scale application of related research.This paper mainly analyzes the development course of charging facilities, the application prospect and technical characteristics of all kinds of charging facilities, scale development of calculation methods, operational effectiveness analysis, research in the construction of charging service network planning work. Study by the theoretical analysis and examples of proof combination, large-scale application of prediction combined with local government "13th Five-Year" development planning,the feasibility and effectiveness of the method are verified by the real example calculation.In this paper, we study the eventually formed the charging for electric network planning method for calculating and charging for electric network scale prediction scheme results. Charging facilities planning and application research has a certain theoretical and practical significance, research results for charging facilities layout optimization problems with certain reference value and guiding significance.
