City construction is an important part of the management of the city. Restricted by the land, the expansion of urban space has become particularly important, and thus reclamation has become a necessary way to expand urban space for some cities. In the implementation process of reclamation, problems such as the high embankment safety, which has become the basic safety issue of the subsequent construction of the city may be encountered. At present, the evaluation of the high embankment safety conditions is essential in the construction process.The projects of reclamation and city construction usually have features such as high hill, large amount of earthwork, functional diversity, review of geological environment, mutual influence factors, leading to high embankment stability problems in the implementation. In view of the special geological environment, safety and stability of the high embankment is affected by so many factors that current technical level is not high enough to determine all the information of the development state of the high embankment. How to select the project accordingly and carry out the safety evaluation is the problem need to be solved. There are many factors that influence the safety of the high embankment, the high embankment safety evaluation has certain fuzziness.Therefore, in this paper, based on the theory of fuzzy mathematics,data are practically measured and a high embankment safety evaluation system is established to evaluate it. Soil embankment, settlement, pore water pressure underground water, rainfall level are selected as the evaluation indexes. Weighting method by using the combination of subjective and objective is applied to determine the weight of each index. And the normal distribution function is used to determine the membership function. Then the safety levels of the high embankment are determined.The GM (1,1,t) predicting model is applied to predict the two indexes of pore water pressure and underground water level. And three-point modified exponential curve method is used to predict the settlement. The information that has already been acquired from monitoring is combined in the dynamic evaluation process for the high embankment safety of the new period.Combined with the actual safety situation of the high embankment, the high embankment safety evaluation system is proved to be reasonable in structure and practical. And it can properly react the dynamic conditions of high embankment.The above evaluation process establish example analysis on the foundation of the monitoring data during the operation of high embankment. The analysis indicates that the evaluating model is a reasonable, practical and feasible method, and the results reflect reliably the dynamic security state of high embankment.
