International shipping carries about 90% international trading goods with more than 1 billion tons of ballast water every year. There are rich marine biological populations in the ballast water which may endanger the local marine ecological environment. With the rapid development of international trade, the risks of invasion caused by marine alien species brought by the ballast water are becoming more and more serious as great damages have been done to human health, properties and marine ecological environment all over the world.China, being an important participating country in international trade, there are many ships coming in and out of its ports every day. We are faced with an arduous task of preventing the marine alien species’ invasion brought by ballast water. Beginning with the harms done by the ballast water, this paper researches and analyzes the inefficiencies in our country’s current ballast water management and the reasons behind. Moreover, this paper proposes the countermeasure suggestions from the perspectives of legislation, management system, administrative system, infrastructure building, etc., so as to enhance our country’s ability in managing the entry ship’s ballast water, which, as a result, may prevent the marine alien species’ invasion and protect our marine environment.
