Research On The Countermeasures Of The Protection And Utilization Of Traditional Villages

Traditional village is an important component of our historical and cultural heritage, which carries a lot of precious memory of our agricultural civilization. It has the traditional buildings, and the pattern of street lane space, and the regional custom culture as well as handwork technique, with highly historic value and research significance. But in recent years, many traditional villages are suffering varying degrees of damage. Some of them are facing the threat of extinction with the rapid progress of urbanization construction. The protection and utilization of traditional villages is one of the hotspots in recent years. So far, Hangzhou has 3 state-level historical and cultural villages and 15 Chinese traditional villages. Hangzhou, which is located in the most economically developed regions in China ——the Yangtze River Delta, has been explored some typical practices and make some progress. Thus, it is urgent and representative to study the traditional villages in Hangzhou. Forever, it has an important directive to the protection and utilization of the traditional village.This thesis summarizes the overseas and domestic research on traditional villages, and then gives a comprehensive summary of the practical experience in the protection and utilization of Hangzhou, based on urbanology methods. On this basis, it selects two representative villages——the Xinye old village and the Shenao old village as the study object, to find the cruxes of the protection and utilization in the traditional villages. Based on these cruxes, it reveals the inner mechanism of the traditional villages:coordinate the interest between all stakeholders in the traditional villages, achieve the goal of sustainable development of the villages, and cultivate the endogenous development capacity of the area. Briefly, the main innovative points in this paper are as follows.1. It expands the connotation of traditional village from the perspective of quasi-public product. As a special common resource, the traditional village will inevitably lead to the game among the manager, and owners, operators, users and other stakeholders. It will result in the unlimited use of the traditional village, and the deterioration of the environment.2. Through the analysis of typical cases, to find the crux of the protection and utilization in the traditional villages. Taking the Xinye old village and Shenao old village as an example, it analyses two developing methods of the traditional village-- the pattern of transferring operational rights and the model of government-dominated. To a certain extent, the pattern of transferring the operational rights can provide the management efficiency of the old village. But it may damage the interests of the villagers as a result of the enterprises’profit-driven. It will probably lead to an unequal distribution of benefits as the operational right is concentrated in the hands of the large stockers totally. The model of government-dominated is in favor of integrating the resources in the old village, but it may bring about the monopolistic exploitation of the government.3. It put forward the countermeasures from the levels of system and culture. Firstly, on the level if system, it is necessary to perfect the legal system of the traditional village, which really can be depended on; to establish a sound mechanism for the coordination of interests, to improve the participation of the villagers; to establish the diversified investment mechanisms and attract the social capital intensively to invest into the field of the traditional villages. Secondly, it is essential to build the protection consciousness and the cultural confidence of the villagers. At last, the continuing and reviving of the traditional industries is crucial to the traditional village, it can help cultivating the endogenous growth capacity of the area, and maintaining the traditional culture of the old village.
