Along with the high speed of the economy development nowadays,the comprehensive coordination and the green environmental protection have become the important concept in various professions. Due to the factors such as the low energy consumption, low cost and the strong capacity, inland water transportation has become the significant part of the comprehensive transportation system. The navigation management is foundation of the inland water transportation safety and the smooth development. At present, under the influnce of the change of the national and the local water transportaiton system, the inland water navigation management is various in different provincial and mumicipal areas, which turns out to be the great differences in the effect of the public services.Through the research on the inland water navigational management scheme of Guangdong province, combined with the history and the development status of the Guangdong inland water transportation management, this paper aims to analyse a series of problems such as the navigable channel construction and planning, the right and responsibility of the dynamic enforcement and static examination, the resources allocation of the navigation management and the management of the navigational information.According to the different stages of implementation in short and long terms, the improved suggestions on the inland water navigaional management in Guangdong include:on one hand, to have to objects integrated, the cooperation strengthened and the information shared, in order to reduce the contradiction and constraint; on the other hand, to integate the relevant institutions combined with the practical characteristics of inland water navigational enviroment in Guangdong, to implement classified management between the central and local areas respectively, and to unify the navigational management rights and responsibilities, in order to improve the level of the public management and services as much as possible.
