| An effective high-speed railway line planning can always makes high quality service, efficient utilization of railway transport resource and more profit of railway companies. The evaluation is an indispensable step to establish a line plan. We always get the passenger flow data by assignment before a line plan implemented. At present, the high-speed railway of China has become a huge net, transport enterprises urgently need scientific and efficient theoretical methods and tools to evaluate the line planning, which can provide reference for the railway passenger transport market operational decisions. The main contents of this thesis are as follows:(1) The evaluation index system of high-speed railway line planning. This paper discussed the evaluation theoretical basis such as the evaluation objects, content and processes, and then established a comprehensive evaluation index system which covered the business benefits, technical characteristics, service characteristics and matching degree of trains and passengers. Then it classified the index system into basic index system and index system based on assignment result.(2) Calculation and analysis of index system based on passenger flow assignment. This paper researched on the passenger flow assignment model and algorithm with space-time network, and focused on the critical issues with passenger flow temporal distribution matrix, passengers’expected departure and arrive time and priority weights matrix of each OD. Then it put forward the formula of index based on passenger flow assignment.(3) Study of comprehensive comparison methods of high-speed railway line planning. To consider both the objective and subjective factors and to meet multiple evaluation demands, this paper used data envelopment analysis (DEA) to compare several plans, and imported preference weights constraints to the basic model. Then it discussed the DEA results determination of technology effective and scale effective.(4) Development of evaluation system and the study of the line planning of Beijing-Guangzhou high-speed railway for case. This paper achieved an evaluation computer system for index calculation and analysis which can improve the efficiency of calculation, and then taked a line plan of Beijing-Guangzhou high-speed railway in 2013 as a case to verify the effectiveness and feasibility of the evaluation theory. |
