Passenger stations of high speed railways are important nodes for passenger transportation network, the reasonable planning and design is instrumental to the global level of service (LOS). Most studies on planning and design for passenger stations are about transportation joint pattern on macro level and optimization of streamlines on medium level, but there are few studies on configuration of passenger transport facilities. With the revolution of operation mode for railway stations and changing of travel conception for passengers, traditional design standards on configuration of passenger transport facilities is not quite suitable for newly built passenger stations of high speed railways, passenger transport facilities are significant composition links of passenger streamlines, the configuration and LOS of a single facility can affect to the global station, therefore, it is essential to make a quantitative study on the configuration of passenger transport facilities with a global perspective.The planning and design for passenger stations of high speed railways is a process from macro planning to micro design. This paper firstly proposes the design process of passenger stations of high speed railways, introduces the planning location and scale design for passenger stations of high speed railways on macro level secondly, and finally, this paper studys on the optimization theory of streamlines on medium level, and it is the foundation of the study on the configuration of passenger facilities.In this paper, the conception of reliability is used to describe the percentage of passenger transport facilities whether reaching expected LOS. In the model of reliability on a single passenger facility, the distribution of inbound passengers is decided by the distribution of ahead-arrival time and train schedule, the distribution of outbound passengers closely approximates the distribution of train schedule. The distribution principle of service time of kinds of facilities is presented by statistical fitting. The distribution of inbound and outbound passengers, service time on a passenger transport facility, and characteristics of arrival flows are important input parameters for the model of reliability on a single passenger facility, this paper calculates the reliability for kinds of facilities under kinds of expected LOS with Monte Carlo simulation method, and this paper presents optimized configuration number of service facilities with kinds of quantities of daily inbound and outbound passengers.Travel delays, the through capacities of passenger stations and infrastructure investment costs are considered to the global optimization and configuration of facilities. In this paper, the theory of reliability on a single facility is expanded to streamlines and the global network, and an optimization model for facilities with the objective of maximizing through capacity under kinds of LOS is built. The model is divided into three stages. Stage one is about the study on optimization and configuration of operating facilities currently, stage two is about the study on passenger quantity assignment after operating extra facilities, with the objective to maximize the capacity under excepted LOS, stage three is about the study on increasing facilities, the plan which is most economical and efficient under kinds of excepted LOS will be chosen in stage three. This paper puts an example on the operation of Beijing South Railway Station, makes some optimization on passenger transport facilities, and calculates the configuration number of passenger facilities under kinds of LOS from the view of fluctuation of passenger quantity in Beijing South Railway Station.In this paper, the theory of assignment of reliability is used to optimize passenger transport facilities in newly built stations which is an up-down study method. The complexity of streamlines and equal distribution method are used to the study on Beijing South Railway Station in this paper, which supports a daily inbound and outbound passenger quantity of 140000 on further operation, finally, this paper determines configuration plans on passenger facilities with kinds of expected LOS.
