With the advancing of railway international cooperation forms diversification degree, China Railway output has also turned from mere infrastructure construction mode into tech-nical and infrastructure mode gradually, to enhance competitiveness, seize market share and achieve grand goal named "China Railway going out". In recent years, more and more coun-tries send personnel or invite our experts to learn Chinese railway technology. At the same time, Chinese enterprises also obtain the right to operate railway in some foreign countries, need to " adjust measures to local conditions" to hire foreign workers. In this situation, as one of the core of rail, freight transport becomes the focus of technology output, which also makes rail freight training for foreign workers has become an important part of China’s out-put of railway technology.People acquire skills, acquire knowledge and upgrade ability through training, but in terms of our rail freight organizing, there is no more perfect training system for foreign workers. How to organize the training knowledge more efficiently, and to establish the standardized training knowledge system, then apply to the training system development, this has become problems that need to be solved immediately for rail freight. So, this paper took full account of foreign staffs rail freight organizing training requirements, studies several parts of the rail freight organizing training, including knowledge content, knowledge net-work and training organizing system architecture design, etc., the following key elements:1. According to the main content and process of China’s railway freight organizing, this paper analyzes the foreign staffs training needs of the railway freight organizing.2. Railway freight organizing main job responsibilities are analyzed. First, using com-petency theory, the paper established the freight organizing personnel competency model, and then get the competency evaluation system. Through the analyzing of the evaluation system, paper obtained the key factors restricting the competency, so as to establish a train-ing system based on these factors.3. After establishing freight organizing training knowledge system, the paper re-searched the organizing of knowledge based on knowledge network theory and contact be-tween knowledge points. Through the designing of BFS (breadth first search) algorithm, it organized training content and studying extraction of accurate knowledge, to improve the intelligence and flexibility of the training system.4. Completing the design of system framework. This paper mainly includes the system framework, design principles, function module, system process and database design. It is to provide the theoretical basis and technical support for further development.This paper studied the system of railway training organizing in China. The results of paper could provide reference for intelligent freight knowledge training and help for freight transportation training of foreign employees.
