Due to the rapid development of logistics industry, some alterations in the freight transportation market of our country have been taking place. The market occupancy rate of railway freight transportation showed a falling tendency in recent years. In order to fit the new situations, railway departments developed a new kind of freight transportation production, named Express Freight Trains. The organization of express freight trains involves a lot of details. There are also varieties of impacts that would influence their organization. Thus, the operation of express freight trains would face various problems, such as how to analyze their occupancy in the freight transportation market, how to formulate reasonable freight rates and how to establish feasible operation plans. This paper is based on these questions above.The main optimized objective of this paper is to study on the train operation plans of express freight trains under the conditions of market competition. First of all, this paper has summarized the operation characteristics, categories of goods and impact factors of express freight trains. Then it described the basic situation of express freight transportation market. In our country, based on the freight rates of railway transportation, this thesis researched on the floating tariff mechanism of the rail transportation market and it also established a railway express freight transportation floating tariff model. This model set the maximum profits of transportation enterprises as the objective and it considered the floating range of freight rates, transportation demands and transportation profits being the constraint conditions. This model has been solved by Matlab with the invoking function of Z=quadprog(H,C,b,Aeq,VLB,VUB). Thirdly, this paper chose transportation time, tariff rate and departure frequency to be the feature vectors and built a MNL model, which could analyze the share rate of express freight trains, comparing with other transportation modes. Using Trans CAD, this paper also introduced the method to solve the various factors of utility function. Fourthly, this thesis set the maximum volume of freight traffic and the minimize transportation cost as the optimized objective and freight share rate, transportation timeliness, section carrying capacities and train load as the constraint conditions to build an express freight train planning optimized model. It used NSGAII algorithm to calculate the model.Lastly, this paper chose Jiuzhou Express Freight Trains to be an example. According to the results of data collection and questionnaire survey, it has analyzed the share rate (comparing with the road transportations), model precision and model sensitivity of Shiyan Express Freight Trains. In addition, it also has optimized the train operation plan of Jiuzhou Express Freight Trains by this model.
