In Three Gorges Reservoir Area, The fluctuation of water level is opposite to the seasonal pattern of natural fluctuation, affected by human activities and uncontrolled exploitation effect, resulting in fluctuating zone with prominent ecological health problems and unstable landscape, and it’s the threat of the ecological environment security of reservoir area. The planning and design of urban waterfront which based on the condition of fluctuating zone is more special. Natural ecological system of urban waterfront area is composed of multiple elements, so landscape designing should recover the destruction of the ecological system. We should do the reasonable design basing on the protection of ecological balanc. On the basis of the principle of suiting measures to local conditions, make effective use of the natural resources, focus on the overall situation and ecological landscape design.Firstly research the background, purpose, research significance and the relevant definition of fluctuating zone and urban waterfront landscape. On the basis of theoretical research, through analysing the status, characteristics and other related cases analysis of the fluctuation zone and urban waterfront, to propose the specific elements and principles of design, explore the patterns of resource utilization.
