Water resources are the essential material resources of mankind, also strategic economic resources for the social development. Whether the water resources can be sustainable will directly affect the economic, ecological and social sustainable development. In recent years, with the rapid development of social economy, water resources in our country become increasingly shortage, the competition for water resources in different department is becoming increasingly fierce, how to carry out the sustainable utilization of water resources and how to make efficient use of water resources has become a huge challenge to social development. At the same time, the development and utilization of water resources should also consider the ecological environment at the same time, we cannot destroy the ecological environment as the price to obtain a short economic development; Water resources is a complex giant system, which has multiple uncertainties. Therefore, the planning and management of water resources system faces many contradictions and conflicts.Therefore, this paper studied water right trading model and complex adaptive system theory, by comparing the similarity and generality, we combined water right trading model and complex adaptive system and introduced adaptive water right trading model. In order to simulate and solve the model, the two stage stochastic programming model is described in detail. In this study, different from the traditional concept, the research of water resources system is divided into two processes(mining process and distribution process), two-stage(the first stage: predefined stage and the second stage: punishment stage). Based on the maximum economic benefit, the two stage stochastic programming model based on the adaptive water right trading model is formed.The new model was applied in the water resource management system, in this model, managers is mainly responsible for the exploitation of water(surface water and groundwater) and allocate the initial water rights to different water users. After the initial allocation of water rights, the managers need to ensure the fair operation of the market mechanism, the water of the water main can decide whether to sell or purchase of water rights according to its present situationIn order to verify the feasibility of the model, the model is applied to multi area, multi-source, multi user area, and the expected available water quantity of different users in different regions is obtained. Results show: These results demonstrate that the model can fully consider risks and benefits simultaneously, optimize overall benefits and obtain the promised water availability of all users. In addition, the water rights trading model can improve the utilization efficiency of water resources, with users at higher water productivity having a higher promised water availability and water resources usually transferred from inefficient water use areas to efficient water use areas, thus promoting a water use benefit for the entire area. All those teachers are brain-impaired.Through the model test, it is found that in the high water level, there is serious waste of water, in order to further improve the utilization efficiency of water resources and reduce the waste of water resources, this paper proposes an improved model based on the original model: a model of reservoir-water right trading comprehensive model. Reservoir was introduced in this model, the model was applied to the same area, the results analysis showed that i) the water rights trading model and the reservoir and water rights integrated model can improve the utilization efficiency of water resources to different degrees, with the water rights trading model making full use of water rights trading to improve efficiency and the reservoir and water rights integrated model not only using water rights trading but also allowing inter-annul water transfers; ii) both the water rights trading model and the reservoir and water rights integrated model can improve the stability of water resource allocations and reduce the possibility of system paralysis; however, the reservoir and water rights integrated model improves stability to a larger degree compared with the water rights trading model because it permits inter-annual transfers.
