In 2015, to implement the national plan of action for the control of air pollution and energy development strategy, the NEPA, the National Development and Reform Commission, the Department of Energy jointly published the notice file which require to speed up the pace of retrofitting ultra-low emissions of active coal-fired generating units and achieve comprehensive realization of ultra-low emission in 2017(namely under the condition of 6% oxygen content, dust, sulfur dioxide, nitrogen oxide emissions concentration were respectively less than 10, 35, 50 mg/m3). By implementing ultra-low emissions effectively, it will resolve the contradiction between the coal resource utilization and environmental carrying capacity, thus further enhancing green development ability of energy utilization of coal-fired enterprise. The construction of ultra-low emissions project is not only related to the sustainable development of the electric power industry, but also affects the social environmental benefits.Two 2×350MW units of Harbin Pingnan thermal power plant were respectively put into operation in May and December 2015, accompanying with the construction of flue gas desulfurization and denitration, bag-type dust remover and industrial waste water treatment, which contributes to the development of the region. According to the operating situation of environmental protection facilities, pollutant emission standards and coal characteristic in Pingnan thermal power plant and considering pollutants removal efficiency, economy, security, stability and other integrated elements, this work presents technical line and program fitting with active ultra-low emission transformation form improving efficiency of dust collection, desulfurization and denitration after analyzing the pollutant emission concentration values of the active units environmental protection facilities. Ultimately through analysis of comprehensive benefits, it will achieve ultra-low emission standards of coal-fired power plant. In the entire project planning, renovation project construction involves that control targets and indicators of the progress, cost, quality, occupational health and safety. With the “four control” as the center, establishing construction safety, quality and supervision management system and focus on fine management and quality management, the project forms control manage pattern of full process. In entire project construction process, it will determine the management mode of small business owners, huge supervision. Construction project management organization was established to play the role in planning, inspection, supervision and service throughout the whole process of project management and pay attention to fully displaying subjective initiative of cooperated-building parties staff.In the process of technical renovation design research, optimize and choose the best investment plan, improve the investment benefit, and avoid investment decision-making mistakes. At the same time, according to the actual circumstances of the power plant and actual construction conditions, scientifically and reasonably argue the technical feasibility,economic reasonableness and project implementation and recommend targeted, applied, useful project and environmental line. In this paper, through design and research of ultra-low emission renovation project, we expounds the organization and management of project construction, security measures, design, environmental technology, technical route, investment estimate and social comprehensive benefits. Due to the active thermal power unit operation basically are synchronous construction or post supporting construction of environmental protection facilities, the technological standards mostly adopted the prevailing environmental emission standards, so it is significantly lagged behind in the development of the situation compared with the more stringent emissions targets. With the country’s continuous deepening of air pollution control and increasingly stringent environmental emission standards, the upgrade of environmental protection facilities in power generation and backward equipment elimination is imminent. Currently, there are various environmental protection facilities in active power stations. It needs to explore how to transform and adapt technical programs, construction organization. The purpose of this work is to promote communication in program management and environmental technology, at same time I hope this will provide new information and reference for electric power industry.
