| On the aspect of the overall quality management implement revolution, the construction industry has already far behind the other industries. The successful practice of the overall quality theory in the producing industry and other industries push the construction industry has to accept it.First, this article summarizes the necessary of the construction industry’s quality,then introduces the basic concept, ideological theory and developing history of the overall quality management, setting up the basic frame model of the overall quality management and finally use it into engineering projects combined with your own job.The article generally analyze existed issues of the company management guarantee system according to the description of this system on the aspects of quality, engineering design quality, engineering construction quality, engineering purchasing and bidding quality in the first stage of HP(Jining) project. And the article also proposes solutions and sets up a HP(Jining) industry base overall quality management guarantee system with the frame including the top managements’ commitment, quality culture, authority and involvement, information and analysis, customers’ satisfaction.
