The design phase of a project as an important stage in the whole project life cycle has its own unique rules, which bring great impact on the progress of the whole project. Due to the existence of various uncertain factors during the design phase, the analysis on them is particularly important. These factors may come from design units, the owners or other aspects. The design phase is an important part in project implementation stage, and the duration of design phase forms an important part of the project construction. The progress control of the engineering design phase is not only the premise of the project construction progress control, but also the equipment and material supply schedule control. Therefore, the progress control of the design stage is the key to the realization of total project target.This paper, taking a cogeneration project as an example, used the theories and methods of project management to study the progress control of design phase, first of all analyzed the cogeneration in the implementation process, then put forward the strategies to improve cogeneration project design schedule management, and finally, deeply analyzed the factors that influenced Chongqing cogeneration project progress control in design stage by qualitative and quantitative analysis method, and presented some feasible methods for the project progress control.
