This paper analyses the domestic and foreign heating systems’ current situations and development status. From the perspective of energy conservation and reasonable accounting, the paper proposes an integration device of heat-measuring and heat controling, it is based on the measurement of heat flow. It describes the background and significance of the research status as well as the domestic and foreign energy metering technology, and summarizes a variety of flowmeters’ measurement methods and classifications. It also analyzes the affecting factors of the flow measurements. According to the subject’s demand,it proposes a design scheme of integration equipment: by measuring the cross-section’s flow pressure to measure the pipeline’s fluid flow; using the first temperature sensor to measure the temperature of entrance; utilizing the second temperature sensor to measure the temperature of exit; then,combining with the measured temperature value and flow value to calculate the calorific value of the absorption; at the same time, adding a control valve, through the action of the control valve to change the cross-sectional area, thus, changing the flow, so that it can achieve the functions of heat control. Finally, through using the H200 B intelligent electromagnetic flow converter to calibrate the integration equipment, and analyse the valve opening and closing effects on flow measurement from the angle of hydromechanics.
