With the global industrialization and th e rapid development of the urbanization, the haze w eather increasingly severe probl em. In order to cope with increasing heating demand and improve urban air quality, the plant central heating and close the small boiler of city is imperative. But f aced with increas ing user needs, the load capacity of existing heating sy stems have reached the maximum, the technology of circulating water waste heat recovery beco me more attention. Power plant H using a large thermal power generating units and at tention to the needs of heating market. With the increase of users’ number, The project industrial extraction lead to Insufficient heating capacity of the plant. So power plant H wants to tr ansform the existing heating system in order to m eet the growth of heat load requirem ents. Because of circulating water heat recovery project with a long constru ction period, investment, technical complexity and other characteristics, the whole project is also a corresponding impact on the face of the m any risks. So how to circulating water heat recovery project risk identif ication, how to analyze and control risk are the m ain research direction of this thesis.At first This paper describes the presen t situation of circulating water heat recovery projects, combined heat and power plant status quo H necessity of building heating system circulating water heat reco very project proposed. Second introduced the general situation power plant H circulating water heat recovery projects proposed risks of the project to be f aced, the introduction of the defi nition of project risks, the circulating water heat recovery project risk classification, and system atic analysis of the circulating water h eat recovery project the risk char acteristics of the p roject, provide a theoretical basis for the subsequent risk analysis and control. At last the use of survey questionnaires and expert scori ng method for project ri sk identification, based on the results of the survey and scoring, to build the index system and hierarchy models of the project, introduction of the analytic hierar chy process to engineering the risk assessment of project, and finally com e to a risk assessm ent of the project. According to the results of the assessment of risk in the previous chapter, summed up several major risks p roject, and th e use of comparative law, depending on risk, investment estimation method to develop appropriate risk responses.After the water h eat recovery projects of power plant H ci rculating completed and put into use. Not o nly can improve the heating capacity, and reduce the loss of turbine cooling source, reducing the cost of electricity and heating. In this paper, the use of project management theory and c co mbined the example of the heat recovery project of the power plant H, effectively identify project risks, reduce the level of risk, ensure the smooth progress of the project.
