Inland shipping is facing with a golden opportunity of a new round development. It is becoming more and more important in China’s comprehensive transportation system. But,with the sharp increase in the number of vessels and complex environmental problems, inland ship collision occur oftenly. The study on automatic collision avoidance decision is important for improving inland navigation safety and promoting the development of automated collision avoidance.Firstly, this paper analyzes some shortcomings in the collision risk evaluation because of complex environment and the large collision risk factors. This paper uses Delphi expert investigation to determine the inland ship collision risk factors and uses set application level analysis to obtain the weight of each factor and determine its corresponding membership function. Fuzzy comprehensive evaluation theory is used to establish a inland ship collision risk comprehensive evaluation model, the model is validated by comparison with the actual situation comparative analysis method, and the method for determining the decision making process and a mult-ships encounter risk of collision are established.Secondly, drawing on previous research results on collision avoidance knowledge base for river characteristics, a inland collision avoidance knowledge pluralistic hierarchy is established. Different sub-knowledge base is determined by summarizing and organizing relevant knowledge on Collision Regulations on inland. Collision avoidance timing and other knowledge content are established based on the collision risk. Collision avoidance knowledge is represented by production rules and build ship collision avoidance knowledge required.Finally, a ship automatic collision avoidance decisions inland prototype system is established by using the inland ship collision avoidance model and knowledge base, combined with ECDIS. In the Yangtze River Waterway FIG electronic platform, driving motor boats meet and crossing situation are simulated. The results show that the system is capable of analyzing and determining the collision risk and encounter situations between the two inland ships and the system can give reasonable collision avoidance program. It verifies the system is feasible and provides a solution method to solve the problem of inland ship automatic collision avoidance.
