The subject of this study comes from the Ministry of Transport projects "Navigation Security Research of Inland Bridge Water Area" which has past acceptance in December 2014. According to incomplete statistics, hundreds of accidents occurred on the channel every year. Our country has become one of much accident in bridge water area countries. We have limited ways of monitoring the bridge water area. Some economically developed province only use CCTV video surveillance (CVS) but some economic less-developed areas they have nothing. Through our investigation, we found that even CVS are difficult to achieve warning before the accident do happening such as ultra-high accidents, grounding accidents. The core of this paper is to solve the actual situation in the waters facing the river bridge, through a variety of monitoring systems and decision support systems provide early warning information before the ship entered the waters of the bridge area and reduce the accident rate.This paper introduces the field of decision support and safety assessment research in domestic and overseas firstly. Then, combined with the currently theoretical basis of decision support, including integrated safety assessment method (FSA), Analytic Hierarchy Process (AHP) screening decision factor, etc. Describes the information of water level, bridges height restrictions design principles, measurement of ship actual height, sailing speed and sailing tracking monitor system. Realize the quantitative risk analysis of bridge water area. Finally, simulate the height measuring system and decision support system in a simple manner of MFC platform to present. Using Matlab to simulate an existing accident for validation of the feasibility.The application of this project achievement will solve the practical problems about ship bridge area effectively. Avoiding the ultra-high accidents and grounding accidents. The software based on VC++ has achieved the software copyrights and through the identification and acceptance from the National Maritime Authority.
