The Study On The Safety Supervision Of The Ship Under Severe Weather In The South Of Bohai Bay

The southern Bohai Bay is the only area affected by the northern wind in China. When the winter monsoon comes, this area is most seriously impacted. Being an important water passage of the Bohai Bay Economic circle, this area stands across China’s Yellow Sea and Bohai Sea, connecting Liaodong Peninsula and the Jiaodong peninsula, therefore, it brings lots of problems to MSA, with the characteristics of the overlapping route, the complexity of the traffic environment, the large ship flow and the bad weather,. In recent years, in bad weather, many ships, especially passing ships, due to the unfamiliarity of the situation in this area, combined with the company’s management, the quality of the crew, the ship condition, the type of cargo and other reasons,, maritime accidents happen frequqently,. It is necessary to study the safety of the ship in the south of the Gulf of Bohai in bad weather.The ships passing by lots of ports and ship information not able to be shared, there are no good monitoring measures with few MSA regulatory means. In this paper, the safety supervision of the ship through the bad weather in the south of Bohai Bay is studied, The Countermeasures for the supervision and management of the passing ships are put forward, improveing the management efficiency of the VTS center, reducing marine accidents. And because of the similarity of the passing ships, the coping strategies and measures proposed in this paper can also be used for reference by the maritime supervision of other sea areas of China.This paper mainly does the following research work:1.Analysising the southern Bay of Bohai sea navigation environment, winter sea, meteorological and hydrological, extreme weather, ships and accidents reasons;2. Analysising the security risks of the ship in the south of Bohai Bay, and the main factors that influence the safety of the ship.3. Judging the safety risk of the ship in the south of the Gulf of Bohai during the bad weather with the fuzzy comprehensive evaluation method,.4. Summarizing the current effective supervision of the current maritime affairs, and putting forward the mechanism and measures of the safety supervision of the ship in the south of Bohai bay.
