With the rapid development of economy, water conservancy projects are being paid more and more attention. At the same time, the integration of engineering measures and ecological measures is needed. However, most of the traditional flood control projects use cement, stone, concrete and other hard materials,which has a strong closure, to protect the lane of the river and ignored the environmental protection and the ecological restoration of the river.According to the history, culture,function of the East ZhuLong river in Zibo City, the present situation and the existing problems of the river, this paper breakthroughs the traditional ideas of flood control projects, puts forward an idea of flood control projects on river ecological management philosophy. Regarding the real situation of the engineering, plane shape was applied green concrete and Gabion stone cage in two ecological concrete embankment way and integrates the engineering measures and ecological measures successfully. On the premise of the guarantee to improve the river storage capacity for flood, it improves the ecological environment and living environment around the river and also conserves the water, purifies water quality, degradats pollution, beautifies the environment. What’s more, it even maintains the ecological balance of the lane of the river and protects the diversity of the green space system. In addition,it makes the river proves to be the axis of the human and ecological landscape of Zibo City and promotes the regional economy, sustainable development and the implementation of the strategic objectives of the green-eco city. This article provide references for similar river management.This project mainly studies the flood control in the lower reaches of the East Zhulong river of Zibo city.This passage learns from the experiences of domestic and international river governance, combines with the engineering practice and break through the traditional ideas of flood control project management, writes in the perspective of ecological management. Based on all above condition. Firstly, the background of this research and the general situation of the typical river course at home and abroad are described, the basic situation of meteorological, hydrological and geological conditions of the project area and the existing problems in the current situation are summarized, it carries out the calculation of the storm and the flood of the river basin according to the actual situation of the measured hydrological data,the characteristics of the drainage basin, the distribution of the river and the function of the building to determine the design discharge. Secondly, according to the basic situation of the river, the status quo of the current situation and the existing problems of the existing problems of the management section of the general layout of the river. Once again, it designs the ecological management of the river channel. On the premise of the safety of flood control, the design insists on adjusting measures to local condition, following the principle of people-oriented, terrain topography and harmony of human, water and nature, it designs the ecological management of the river cross-section, river dike and river embankment slope etc, analysis and comparison of different schemes, choose the form and the bank slope of river channel optimal profile and cross section of the optimal ecological protection of build by laying bricks or stones.As the result, the Zhulong River will be harmonious scenery which balances the relationship of human with nature and water,and build river ecological system that has the function of ecological recovering, organic modifying and healthy developing.Eventually,the riverway will realize the ecological and sustainable development.
