Development of small towns has a special historical significance and position in promoting the process of urbanization in China. With a population of 1.4 billion, China has 900 million people living in the countryside. This basic national condition determines that the coordination of cities and small towns is the only way to develop the urban area of China. After the central committee of the communist party of China and the general office of state council issued a file named "About several recommendations to promote healthy development of small towns", the small town planning problem became the hot spot of different levels of government as well as the academia in urban planning. In order to develop the society and economy, developing small towns is the basic strategy and the urgent need of the development of China’s urbanization.With the rapid development of China’s industrial and agricultural production in recent years, the speed of urbanization grew steadily in the whole country. The development of new towns is faster than any other time in the history. The new era of urbanization is approaching. With the construction of new towns, the rapid development of economy and urban construction raised many crises with contrary to the theory of sustainable development, such as distribution chaos, blind construction, environmental degradation, spatial disorder and so on. In order to seek a reasonable and effectiveinstructional planning principle, we begin to focus on the summary of historical development and connection with the concrete problems of the towns at the present stage. I involved in the work of "the Golden Yan’an" project with the guidance of my teacher Prof. Zhao,thought during working,and completed this paper.Based on the applicable principle of the New Urbanism in urban planning as the research object, the first chapter of paper based the new town development as the background, and introduced the paper’s research object, research purpose as well as the current situation and development trend of domestic and foreign research. The second chapter analyzed the cause of formation, characteristics of the construction of small towns as well as the advantages and disadvantages on the use and elucidation of the typical cases. The third chapter described the basis for the development of the New Urbanism and relevant theoretical analysis, summarized the methods in the work of New Urbanism in city design direction, and then discussed the foreign experience of urban planning. The fourth chapter emphatically introduced the contemporary urban spatial distribution pattern based on New Urbanism theory. In the fifth chapter,combined with the planning practice of "the Golden Yan’an" project, the countermeasure of our urban space layout model is discussed. Moreover, the necessity and feasibility of the theory of combination with the specific implementation strategies are studied and discussed concretely.The sixth part discussed the domestic urban construction evaluation as well as put forward the prospect for the future of the construction of small towns.
