With the development of economy and the progress of the society, the building energy consumption accounts for the proportion of social energy consumption is also rising, energy waste phenomenon is more and more prominent, so building energy conservation is urgent. Energy consumption of central air conditioning system is the large user of public building energy consumption, the composition of its energy is mainly divided into three parts: the wind system, water system, cooling and heat sources system, water system and cooling and heat sources system of energy consumption constitutes the main energy consumption of air conditioning system. Therefore research on water system and cooling and heat sources system comprehensive energy saving has been deeply industry attention.Air conditioning water system can be divided into cooling water system and freezing water system. At present, Energy saving research of chilled water system is mainly adopts the chilled water flow rate control strategy, However, because of there is energy consumption coupling of the cooling water pump,cooling tower fan and cold machine, When by changing the speed to decrease the cooling water flow or cooling tower fan rotation speed to save energy will cause the increasing of energy consumption of cold machine, therefore to variable flow operation of the cooling water system has different views.This article through to the study of cooling water pumps and cooling tower fan variable flow at the same time(double adjustment variables), proposing a new cooling water pumps and cooling tower fan control method which can make cooling water system operate at the optimal energy consumption point under a sure wet bulb temperature. Through theoretical analysis and practical test, this method can make the cooling water system running in the optimal state under the sure wet bulb temperature. Solved the problem of temperature control result in deviation of the advantages in the cooling water system, at the same time is also simple in implementation.In addition, in order to achieve the above research results in this paper, the equipment’s control model and energy model involved in the cooling water system, chilled water system and wind system are established. At the same time, designing a PID controller based on simplex method and single neuron adaptive PID controller. Solving the blindness of traditional PID controller parameter setting problem. By the practical application has reached the expected effect.
