With the accelerating process of urbanization and gradually increasing of the occurrence of disasters, even frequently appear rare extreme disasters. Disaster prevention, reduction and shelter situation is very grim, becoming one of the hot topics of concern in today’s world. China is a mountainous country, mountain hazards is very serious, but the level of mountain disaster prevention is very backward. As a key factor in development of small towns in the process of urbanization in China is very important. It is directly related to the rate and quality of China’s urbanization, rural economic development and the sustainable development of national economy. Intensively study of disasters in small towns and build a site-specific emergency shelter system to reduce casualties and economic losses caused by natural disasters on small towns, Which is the most important measure to assure the smooth progress of the small town planning and construction.This paper summarizes the related researches and analysis, studied of building earthquake emergency shelter space network in the small mountain towns. Based on the theory of complex networks and spatial networks, combined with GIS technology to build a network of emergency shelter space which is suitable for small mountain towns.Firstly carried out a detailed analysis on the particularity of the emergency shelter space network in the small mountain towns.Then discusses the building principles of the three elements. Emergency shelter mainly based on human needs, fully Consider the case of no disaster, to adjust the emergency shelters dynamic optimization by the principles of the security of land use, uniformity and accessibility. Evacuation routes mainly based on the principles of the shortest path and connectivity. Functional units primarily based on the principles of integrity, isolation and verify the reasonableness of the shelters and evacuation routes. Finally, verifing in Lushan County of Sichuan Province. After detailed analysis and evaluation of the network of the emergency shelters, evacuation routes and functional units through using of Arc GIS spatial analysis and network analysis step by step. In each stage of argument is a combination of technical authentication and subjective judgment. Achieving a static selection, dynamic adjustment to ensure the scientific, economics, practical rationality emergency shelter space network, and ultimately construct suitable Lushan county emergency shelter space network.The conclusion of this paper has direct significance for Lushan county emergency shelter space network construction and disaster preparedness planning. It would be improve our disaster prevention research system in small mountain towns.
