Civil buildings as one of the biggest fields of energy demand in the whole society, reducing the energy consumption of civil buildings has become an important part of the energy policy in China. It is significant for the development of civil building energy saving in Shaanxi province that finding the key factors of the energy consumption of civil buildings and making the effective energy saving measures.This paper based on the domestic and foreign existing building energy consumption and energy conservation related research results, combined with the actual situation of Shaanxi Province, It calculated the civil building energy consumption situation first of all, found that in recent years not only the general civil buildings energy consumption showed a trend of rapid growth but also the energy utilization level improved. Through the analysis of various types of building energy consumption and the energy consumption structure of Shaanxi, found that in Shaanxi province the civil building energy consumption is higher and there is a big energy saving space; Secondly, the ridge regression method is adopted to studies the influence factors of civil building energy consumption in Shanxi Province, found that the Number of common household appliances, GDP, the total population, the third industry development, average floor space per capita, and other factors, such as resident consumption level and urbanization play a role of promoting civil building energy consumption in Shaanxi province.; On this basis, analyzed the future development trend of Civil building energy consumption using the scenario analysis method, the result showed that by 2020 there will be a gap between 1496.5 thousand tons of standard coal, in 2025 there will be a gap of 3129.7 thousand tons of standard coal, and with the passage of time the energy consumption gap will further expand. Finally, based on the full research results, put forward six suggestions on how to accelerate the development of Shaanxi civil building energy saving from the government, the market and the consumer three aspects.This paper not only enrich the theory of civil building energy saving but also help the Shaanxi provincial government departments to find the focal point of the civil building energy efficiency, for the sound development of building energy saving in Shaanxi Province and speed up the construction of resource saving and environment friendly society has greatly significance.
