With the development of power electronic technology, the advanced land power structure is gradually applied to the marine power distribution system. It completely changes the form of the energy conversion. PPS(Power Propulsion Ship) refers to the ship that is fixed with all or most of the devices that worked based on electric power. Compared with the conventional power, there are many changes in power system structure of PPS. Especially after the high energy consumption load emerge, such as power propulsion, great maritime power, it is complicated to generate power, distribute power and manage power. So it is necessary to use the centralized control and distributed management of redundant monitoring management.The EMS(Energy Management System) monitors and coordinates generators working referring to marine power requirements. It calculates marine load of devices such as propulsion devices, pulse devices and high load devices. It helps distribute power reasonably. The EMS keeps power system running at optimal conditions under constraints for the actual operation. It is the core of the monitoring system. It is the evaluation part of marine control system. It is important for the operation and control of the whole power system. Therefore, in order to make sure the PPS power supply system can provide electricity to match the electric demands, the EMS should be with the characteristic of real-time and high reliability.This paper analyzed the redundant control theory. Combined with the advantages of the real time system, the embedded system and the fault-tolerant system, the controller was designed as hot backup redundancy structure. According to the feature of EMS for the PPS, the controller was allocated the system resources and the priority of control functions rationally. This paper designed embedded fault-tolerant controller of EMS based on role assignment, data synchronization and heartbeat synchronization.Finally, this paper completed the verification of functions and performances based on the Semi-Physical-Simulation-Test. The experiment showed that the controller was able to achieve control functions, such as priority setting, the Limit of minimum number for generators, load management and so on. The experiment showed that when the master controller failed, the backup controller was able to take over. The redundant controller is designed for the EMS of PPS. It has major economic and social costs.
