In recent years, the airport has become a very important part of the passenger and cargo transportation. The rapid growth of the passenger flow and flight number for airport ground holding strategy continuously put forward new requirements. How to meet the conditions of the airport, flight to optimize the waiting time for the purpose to adjust flight launch time slot, and shorten the waiting time, driving after flight engine starting to improve the airport ground traffic complex state, reduce the environmental impact produced by the flight starts queuing and fuel consumption has certain practical significance. In this paper, based on the national natural science fund project, based on the queuing and optimization theory, on the ground waiting for flight departure waiting time threshold is studied.The process from flights pushback to taking off was analyzed in this paper, the statistical distribution of flight pushback time, taxiway entrance service time, arrival time of taxiway queue and runway service time were took.The tandem queuing theory was used to build the departure process model, which was divided departure queuing system into two levels of subsystems. Class I queuing system has multiple independent G/G/1 queue systems, and Class II queuing system was a M/M/1 system. The calculation formula of average waiting time, average service time and average residence time of two-level tandem queuing system was given.Next, flight waiting time threshold optimization model was established according to the calculation formula of average waiting time. The goal of optimization is upper and lower threshold value to flight waiting time minimum as far as possible, constraints of the model is flight pushback slot, service time of runway and the length of taxiway. This model was solved with genetic algorithms. Case study shows that flight waiting time obviously reduced after optimization.The application of flight waiting time in the flight pushback slot control system was discussed. A domestic airport as an example, related parameters of the airport was extracted, and the corresponding control scheme was put forward to monitoring the flight pushback slot. Will the results of simulation and the collected data were analyzed, verify the effectiveness of the proposed scheme.
