Voltage has vital significance for power grid stability and power quality. The phenomenon of the low voltage in distribution network should be controlled from technology to management, respectively. The low voltage occured at many different places in seasonal and daily fastigium, although China State Grid Corp has taken corresponding measures to govern the phenomenon in recent years,which mostly existed in the rural areas and the end of low voltage distribution network line. The low voltage phenomenon not only affected the normal life of peasants seriously, but also hindered the development of rural economy,therefore it is a hot issue and particularly an important problem in China’s rural power grid. and distribution networkwhich should be studied and taken a comprehensive approach to solve.This paper first analyzed the causes of low voltage phenomenonand the progress of research. The low voltage governance and optimization were mainly discussed about 10 kV and 0.4kV low-voltage distribution lines. The optimization scheme of low voltage lines was presented with different voltage levels. Then the two main methods of low voltage control are expounded. One is to adjust the voltage by using automatic feeder voltage regulator, including the working principle and structure of automatic voltage feeder and the scheme selection of feeder structure. The other is to adjust the voltageby using reactive power compensation. Several types of reactive power regulation as well as the technical schemes selection are analyzed. Finally,Combining with mid-voltage and low-voltage distribution network in Xifeng area of Liaoning and based on voltage regulation of line voltage regulator and reactive power compensation, the comprehensive control strategy was implemented in which low voltage remote control was executed by the host computer, in other words the line voltage regulator according to the end of the line voltage remote monitoring and the reactive power compensation to the head of line. On the integration of computer technology, communication technology and automation technology, the voltage qualification rate and the power loss rate of medium and low voltage distribution network have been effectively improved in the practical example of engineeringapplication.
