The urbanization process prevent or destroy the natural water cycle process of city, combined with the the concept and system of traditional "the main of emissions" pipeline engineering measures of Urban rain flood management is too backward, lead to produce a series of urban rain flood problem,concentrated expression is: The frequent occurrence of floods,The worsening of water environment and The serious shortage of water resources.Explore new water treatment and utilization measures to meet the environmental, ecological, economic and other multiple benefits, is one of the hot spot of current research in this field.Western cities such as the United States, Australia, Germany, Japan and other countries and regions has carried out the research in the early 1970 s and accumulated some mature measures and experiences in the aspects of rain water governance.China begin to pay close attention to the field of rain water governance in the new century, and made a lot of theoretical results and practical experience in the last decade, on this basis, The ministry of housing and urban-rural launched the "sponge urban construction technology guide- low impact development of rainwater system building"(trial) in October 2014. The release of this technology guidelines is bound to promote the city’s related further theory research of sponge urban construction and the widely applications of sponge urban construction technology in the development of cities in different places.Sponge city require cities change the traditional rain flood management pattern, preference to use the valleys, low-lying and other terrains in planning field as a natural drainage system, to construt of ecological drainage facilities; Give full play to the function of Water system, Green space and other natural space in cities function in absorption, permeability and slow release of the rain.make the hydrological characteristics of the urban development and construction will not have big change before and after, thus effectively relieve urban waterlogging, reduce the load of urban runoff pollution load, save water, protect and improve the urban ecological environment. This study is based on the sponge city technology guidance, from the the aspects of water space, green space system, Transport system the three major urban land space, and management policies and regulations in the aspect of control rules to put forward planning strategy research of Yue Lai eco-city.For water space, this paper put forward three planning strategy: one is the division of rain flood management unit based on the watershed scale, and as The basic unit of the rain flood planning control and management;two is build rain flood safety pattern based on the hydrological processes from the four aspects of the runoff channels, rivers, lakes, wetland systems, water protection; three is to build the multilevel system of the rain flood management of multilevel system. This paper put forward the Control indicators of water space in Yue Lai eco-city from Three aspects include the relation between urban development and water, the surface of the water penetration and entity waters,then through the layout planningof Yue Lai eco-city to implement the Planning strategy and control requirements of the water space.For green space system, this paper put forward three planning strategy: one is classifiy the current hatched green space classification based on the target of rain flood management target, there are four classes of categories— rain flood facilities green space, recreation facilities green space, protection facilities green space and natural preservation facilities green space. The second is to build green space network abide by hydrological process, make natural rivers, lake water system, runoff channels, native vegetation and othe natural hydrological factors Within the scope of planning as the space vector of a green space network skeleton.Three is implement three-dimensional of Green space network space through the recessed green space, roof greening and other methods. This paper put forward control indicators of different land use properties of green capacity rate and roof afforestation in the aspect of land, and put forward control indicators and planning guidance of the four types of green space in the aspect of the rain flood management unit.For transport system, this paper put forward six planning strategy:one is to build networked slow traffic system of Yue Lai eco-city through bicycle system and walking system;two is to reduce the road red line, increase the flooded area rate of the road traffic system through Cut down the impervious area of Man Hang Dao and motor vehicles;Three is to reduce the continuity of road impervious surface for the moods of use permeable pavement to the greatest extent and Cutting impermeable pavement through green separation zone; Four is to narrow type canalized for road intersection in suitable location; five is to combine road section and the facilities of the rain; the last is to reduce occupation of land Parkking and increase the Shared parking facilities.This paper also put forward design guide of green belts, traffic island, the parking lot based on the rain flood management.In view of the the implementation of the management, this paper put forward Space management strategy of mix together the administrative unit, planning, management unit, and the rain will flood management unit, and policy management strategy of volume rate incentives and the economic incentives.This paper through the comb of the rain flood management theory for related research home and abroad and planning practice of Yue Lai eco-city, in order to get more in-depth and comprehensive understanding and grasp of The sponge city connotation and technical means. At the same time i also hope this paper can provide some reference of the practice of planning in the future.
