As an effective means of industrial development, urban industrial park plays an important role in stimulating regional economic development and so on. However, the shapes and forms of disasters have shown their diversity and concentricity, and the development of disasters has shown its characteristics of chain reaction and amplification.Once a major disaster strikes, the dangerous area and damage losses of disasters will be extended, and there will lots of staffs need to be resettled into the refuge. Therefore, the planning technology of industrial park shelter can provide practical methods and tools for industrial park shelter planning and emergency rescue.The existing technical indexes for industrial park have not yet been identified, and the existing model for refuge selection doesn’t exactly meet the standard requirements and actual situation. First, analyze the characteristics of disasters in China’s industrial park, and refer to the relevant standards of urban refuge in our country were referenced,and combining with the layout characteristics of our industrial park, come up with the technical indexes and demands of refuge for industrial park. Second, establish the multiobjective location planning model, which depends on P-median model and set covering model, and come up with a method of solving model step by step. Third, develop the database system for planning selection of refuge by C# language, and it is on the basis of Arc GIS 10.Finally, Take an industrial park for example. The technical indexes for planning, location model, and the database system for planning selection are applied systematically. The risks of disasters are evaluated, the available refuges are selected, and the site selections of candidate settled refuges are optimized. The planning scheme for refuges and evacuation paths are proposed, and it is also visually displayed in the aforementioned database system. Consequently, the applicability of the technical indexes for planning, location model, and the database system proposed is verified.
